About the Post:
GIS Specialist (ICT Technical Analyst - IT)
Barnsley Metropolitan Borough Council is beginning a new digital journey to ensure we have the right technology and access to the right information, to help us deliver, develop and improve services for our residents and visitors. This is an exciting opportunity for you to play a key part in this exciting program of transformation.
As a GIS professional, you will view spatial data as an asset that can aide service delivery and improve business decisions – you will understand that everything happens somewhere.
A strategic technical thinker, you’ll help us to maintain and monitor the council’s GIS systems in accordance with best practice, policies and procedures. You’ll help design, test and deploy new solution IT services. You’ll create and maintain documentation, records and configuration items. You’ll undertake troubleshooting and fault finding, gather information, analyse data, prepare and present reports to a variety of audiences. You’ll ultimately contribute towards the development and implementation of best practice standards for ICT service to underpin and support wider council service provisions.
You will be part of a small GIS team who support the council’s spatial data infrastructure, a large user base and have an active involvement in an extensive number of projects. In addition to this you will have the freedom to use your knowledge and skills to develop innovative solutions to business problems using an array of spatially enabled technologies.

Your role in our journey
As an ICT Technical Analyst you’ll help us to ensure that data is made available to the right officers, at the right time and in the right way to support effective decision making. You’ll ensure approved systems, processes and methodologies are followed to ensure effective monitoring, control and support of those mechanisms. Recognised for your expertise, you’ll keep abreast of local and national development to enhance the service delivery, proactively disseminating relevant information to team members, colleagues and service managers. You’ll work with colleagues to share your strategic, ideas across the council; influencing practice and making a visible difference.
What you’ll need
To join us, you’ll need to either have or be willing to achieve a Level 4 qualification in a relevant field, with evidence of continuing professional development. You’ll have significant experience of delivering technical ICT services and possess a positive, enthusiastic customer focused attitude to doing so. Experience of ITIL or having a foundation certificate would be an advantage but is not essential. You will certainly bring to the role proven experience of data analysis and the production of management information and reports along with an ability to contribute to the continual development and improvement of the ICT estate.
We are looking for somebody with the following skills and experience:
• Experience of desktop GIS applications such as MapInfo Professional, ArcGIS or QGIS.
• Experience of browser based GIS applications.
• An understanding of the LLPG would be advantageous.
• Proven track record of converting complex business needs into workable solutions.
• Previous exposure to FME Desktop & Server would be an advantage.
• An understanding of spatial databases would be an advantage.
• Experience of supporting a diverse user base.
• Interpret business processes and how GIS / spatial data support the process and apply this knowledge to solve problems and deliver change.
• Ability to be flexible and work analytically in a problem-solving environment.
• Excellent communication (both written and oral) and interpersonal skills.
• Comfortable working in a team and independently.
